    Minimum $129,111; starting salary commensurate with experienceThe Office of Statewide Pretrial Services' (OSPS or Office) is a statewide office that provides pretrial services under the Pretrial Services Act, 725 ILCS 185. The Office's mission is to assist in the administration of justice and promote community safety by ensuring fairness and equality in the pretrial process. OSPS prepares pretrial investigation reports for the courts and supervises individuals released from custody as directed by the court.ESSENTIAL DUTIES: The Chief Information Officer is responsible for ensuring efficient and effective information systems operations of the Office of Statewide Pretrial Services (OSPS). The Chief Information Officer provides administrative, technical and planning direction for OSPS' technology needs and works with considerable independence, exercising professional judgment under the general supervision of the Chief of Staff.FUNCTIONS INCLUDE:
    • Oversees and directs the planning, development, and implementation of the Office's technology needs including planning, directing, and executing IT operations, information security, and enterprise architecture.
    • Oversees and directs the day-to-day OSPS technology operations, including data processing software applications, telecommunications, security and other informational needs.
    • Provides subject matter expertise on software applications, data processing, telecommunications, and security in OSPS policy development.
    • Facilitates communication between senior-level staff regarding technology and equipment needs and makes recommendations to the Director and Chief of Staff.
    • Prepares and directs the preparation of technology briefings, reports and correspondence, frequently of a highly confidential nature.
    • Provides subject matter expertise in the procurement process, reviews hardware and software acquisition and maintenance contracts, and pursues master agreements for products and services on an enterprise scale.
    • Advises the Director and Chief of Staff on technology budget needs and reviews all technology related purchase requisitions and invoices.
    • Participates in strategic planning and problem-solving by thoroughly evaluating operational needs.
    • Researches developments in information technology operations, information security, and telecommunications.
    • Serves as a supervisor by providing instructions, setting expectations, observing performance, providing feedback through ongoing and annual performance evaluations, participating in the hiring process, and recommending corrective or disciplinary action when necessary.
    • Represents OSPS on inter-governmental projects by promoting and overseeing strategic relationships with external entities including other state and local agencies, vendors, and partner organizations.
    • Performs other duties as assigned.EDUCATION AND EXPERIENCE:Minimum Qualifications:
      • A Bachelor's Degree.
      • Ten years of progressively responsible experience in state or local government, or information technology field.
      • Five years of supervisory experience.
      • Proficient in the use of Microsoft Office products (i.e., Word, Excel, Access, PowerPoint, Outlook).
      • Effective oral and written communication, presentation, facilitation, and interpersonal skills.
      • Ability to plan, organize, implement, and maintain a variety of functions and projects simultaneously and meet required deadlines and schedules.
      • Ability to positively and professionally interact with co-workers.
      • Demonstrated leadership skills including planning and priority setting, sound decision-making, problem-solving, and analytic and interpretive skills.
      • A valid Illinois Driver's License and demonstrate proof of automobile insurance to operate a personal vehicle on state business, as well as maintain a safe driving record.Preferred Qualifications:
        • A Bachelor's Degree or Master's Degree in Information Technology, Management Information Systems, Computer Science or a related field.
        • Fifteen years of progressively responsible experience in state or local government or information technology.
        • Seven years of supervisory experience.PHYSICAL REQUIREMENTS:
          • Ability to sit for extended time periods.
          • Professional office working environment requiring telephone usage and ability to process written documents.
